Proven Progress, Real Results!

MAYORAL WORK

The following is not an exhaustive list, but rather a few highlights of work and initiatives of Mayor Dedrick Johnson since taking office in November of 2020.

Community Restoration
  • Received over Millions in grant funds from GLO for 4 Hurricane Harvey Mitigation Projects, American Rescue Plan Act, Mitigation Modification Grants, and from local industry.  

  • Allocated $1 million to Housing Rehab Program and  ½ million to ERAP Program

  • Navigated the 2021 Uri Winter Freeze (coordinated warming centers, press releases, maintained sufficient water supply for the City, provided assistance to nursing homes, etc.)

  • Safely placed residents in alternative housing after tornado ripped through "Tradewinds" apartment complex. (Successfully collaborated with United Way, Salvation Army, etc.)

  • Collaborated with local industry to promote a cleaner, safer environment while minimizing environmental upsets. The exchange of information makes for better mutual understanding of our responsibilities in the time of emergencies. 

  • Established the Mayor’s Taskforce on Homelessness (MTH) to collaborate and address the issues of the unsheltered population in Texas City.  

  • Started the Annual Navigation Day… an initiative of the MTH

  • Started the Texas City Commission Grant program: established a fund where members of the Texas City Commission could help a local non-profit in need. This program assisted L.U.L.A.C., TCISD Foundation for the Future, Independence Village, Texas City Stingrays, Mainland Express, Boy Scout Troops, Lions Club, and more.

  • Started the SHIP (Summer Hire Internship Program):  This allowed college Juniors and Seniors from the Texas City area to earn a $4,000 scholarship toward their education after completing an 8 week internship with us.  That scholarship amount was recently raised to $5,000 per student.

  • Community Matters 2030. Formed a committee and established a guideline of 11 Matters of Focus for the City and this current administration. 

  • Community Conversations with Mayor Johnson … Quarterly Town Hall meetings about what’s going on in the city.

  • Establish a Mass Gathering Ordinance to ensure safety measures for large scale outdoor special events.

  • Refreshed all of our Boards, Corporations, and Commissions with a few new appointments who offer fresh perspectives while maintaining historical knowledge from veteran board members.

  • Acquired grant funding for the creation of Moses Lake pump station that will assist in removing greater volumes of flood waters from our streets. 

  • Grant funding for the creation of an emergency shelter that will serve as the Carver Center Expansion and become a multi-use facility.

  • Managed internal staff growth and the day-to-day functions of the City of Texas City with process improvements like improved GIS software, off-site utility bill payment, online code compliance reports, etc.

Economic Development
  • Acquired over $40 Million in Federal Grant Funds to use on various projects throughout the City.

  • Allocated grant funds to our Community Development Department that FORTIFIED our Emergency Rental Assistance Program, our Housing Rehabilitation Program... helping many struggling tenants and homeowners during the financial difficulties created by the pandemic.

  • Helped to create the Buisness Improvement Grants for small buisnesses.

  • Increased the amount of housing rehab from $4,000 per home to $25,000 per home.

  • Initiated a Comprehensive Compensation and Classification study of all our civilian positions.This study significantly raised the average salary of City employees, making us more competitive for qualified staff throughout our region. It also closed the salary gap between men and women and helped us establish new programs like merit pay evaluations.  Workers were able to get raises based on the cost of living adjustment as well as great employee evaluations. ​

  • EDC $800K Lighting project. 6th Street and Texas Avenue.

  • Worked with staff EDC staff to generate industrial interest to Shoal Point.  Businesses have signed long term lease agreements, helping our economy with financial investments and job creation.

  • Established the Phoenix Buisness Accelerator.

  • Construction of the 6th Street Community Plaza.

  • Collaborated with Bay Area Habitat for Humanity by providing EDC owned lots for them to build on.

Police/Fire Reform
  • Successful Collective Bargaining 2021 Contract… Raise of 7%, 4%, 4% for contract (15%). This was the largest raise ever received in a 3 year contract period.  7% was also the largest increase in a single year for the police department.  Successful collective bargaining contract in 2024 also.  Police were given a COLA even when salaries were temporarily frozen for non civil service employees.

  • C.O.P.S. Grant Increase of 6 officers… Subsequent Grant allowed 10 more officers.  (101 total positions available in TCPD)

  • Started the first ever TCPD Cadet Program:  Here the City and the TCPD recruits aspiring police officers and puts them through the police academy with the understanding that they will become employees upon success in the academy and the TCOLE exam.  This recruitment tool has successfully added 17 officers to the Texas City Police Department to this date!

  • Amended the tattoo policy:  Appropriate Tattoos now Allowed.  This allowed for short sleeve uniforms to be worn.  In this Texas heat, it helped make officers more comfortable and mobile in their uniforms. 

  • Purchased crime fighting technology (26 FLOCK CAMERAS) that help minimize or eradicate crime in certain "hot spots" around the city.

  • Police Substation being built as a part of the FireStation #4.  Completed in 2023

  • Worked with Marathon Petroleum to receive donations for SWAT Team equipment, $$ for the Medic Unit at the fire station, and a recovery grant for Hurricane Beryl.

  • Successfully bargained with the Fire department union while increasing both salaries and while improving benefits for both!

  • Collaborated with TCISD and COM to initiate our first Firefighter Magnet Program for High School Students. 

  • Managing Growth:  4th Fire station built with police substation. Building for Our Future:  will be receiving a 5th fire station and a brand new Emergency Operations Center. Commission passed a resolution to acquire certificates of obligation to replace our aging and overcrowded City Hall with a new Municipal Complex.

Veterans Support
  • Welcomed new special events and organizations that honor our Veterans ... like the traveling Vietnam Memorial Wall or the Wounded Warrior Bike Ride and Luncheon.

  • Collaborated with the Rotary Club for the Vietnam Memorial Wall at the Rotary Pavilion.
